I notice that later reports said that David Cameron states that not a penny more will be available and the cuts will go through but it is up to the Armed forces where they put their cutbacks with liaison and confirmation from Government.

I think we can translate it like this:
We, the government, will take all credits for saving money. And you, the Forces, will get all the blame for not doing a good service anymore.
