Road planners! by PaulT

Travelling around the M25 towards the Dartford Crossing on Sunday just after 10pm and traffic was flowing very well. Then in front cars halted so stopped behind the rear one in lane 2. I noticed a sign on the left that indicated that the two inner lanes would be closed in 800 yards. Very slowly the queues of traffic moved forward not assisted by two other slip roads, crowded with cars, joining. Eventually, after 45 minutes I was then past where the lanes closed and hence could make progress.

It transpired that maintenance work was being carried out on the bridge and that traffic travelling south would use one of the two tunnels which each have two lanes.

Crossing from one side of the road to the other only has a single lane. Hence, we had all been squeezed in to one lane to make the crossing and then immediately expanded to two to go through the tunnel. Why had they not created two lanes to cross to the other side meaning twice the traffic flow?
