Costa Concordia cruise ship by podge

I am no mariner but have thought for some years now about the design of these new cruise ships. Is it my imagination but they seem to have a very high freeboard combined with a shallow draft,so surely it would not take much to upset that relatively high centre of gravity?Notwithstanding that, considering the really large ones have a compliment in excess of 7,000 souls, just how on earth do you evacuate that number of frightened people in "an orderly manner",is it a case of high passenger loads/low unit costs against safety in lesser/more expensive numbers?
