Restore Won't Work by Jaygee

Can anyone tell me why my desktop computer running on windows 7 ultimate will not restore?
I have been into control panel -system--system protection and restore is enabled but when i try to restore it says (restore did not complete and nothing has been altered ) or words to that effect. I have vever been able to use this function for some reason ....

Details of computer: AMD Athlon 2 x4 630 processor 2.80 GHz
32bit with 4gb ram and 2x 500gb hard drives

Have you got 'sytem restore' switched on?

Yes it is switched on for both hard drives, but it still will not work........

If this were Mac or Linux I would say it's a permissions issue. Does Windoze have an option to repair permissions?
