Carpet cleaner pumps by takestock

Ok, my carpet cleaner has decided to stop spraying the fluid at any serious pressure. It has twin Gotec piston pumps 240v and checking both of these the flow rate is very poor. So, at the cost of £50 per pump i decided to replace them both. Still poor flow rate, I have checked and double checked the tubes, even connected the pipes up to a hose to prove the Hoses still work. There are no blockages whatsoever in the hoses

I have my hands on a wiring diagram now, and it seems there is a capacitor and a diode, would either of these failing cause the loss on pump pressure/ flow rate?

All assistance Ideas gratefully accepted.
